Overall, I like the progression of the story: from sitting on a fence wondering to finding an answer. That feels complete.
I like opening with "sit on the fence" as it provides a physical context, and implies a spiritual one as well.

That line is ambiguous. I'm guessing it refers to heaven, but it's unclear. Personally I would prefer it to be explicit as the song hasn't gotten far enough at that point to even guess what it means. But not a showstopper.
A gust of wind feels a little thin for a sudden revelation, but then I've never had one! Perhaps it's based on a real event for you. And when sung it probably won't matter. I'm probably reading too much into it.
Personally I prefer songs to rhyme, but there are plenty that don't, and no reason this one should.

I have to be honest and say that when I read the lyrics, I could feel the angst but not the anguish.
The finished article was a complete transformation, lovely music well sung, I loved it.
Kudos to both of you for spotting a diamond and staying behind to polish it.
