Actually the movie is based on a book that was an allegory about the railroads and the politics at the time. In the book her shoes were silver. The movie was one of the fist color films and they changed them to ruby red because they looked better on film.0

Thanks Carroll, another interesting anecdote re the shoes:
The film's producers ordered six pairs of red shoes, of slightly different sizes. Somehow the shoes got mixed up resulting in one odd pair on display in the Smithsonian, Recently, another pair came to light and guess what, they were an exact copy of those in the museum. Reunited after decades apart!
